6b51544e feat(nx-cloudflare): ship migrations.json and the nx-migrations field (#138) Existing workspaces could not run `nx migrate @naxodev/nx-cloudflare` — the plugin shipped no migrations. Add migrations.json + the nx-migrations field and a 7.0.0 migration that moves consumers onto target inference: it strips the hard-written serve/deploy/next-build executor targets (deleted in #137/#126) from every project and registers @naxodev/nx-cloudflare/plugin in nx.json — the consumer-side counterpart to what the application generator now does for fresh apps. packageJsonUpdates bumps the safe within-v4 deps (wrangler, @cloudflare/workers-types); the coupled vitest-4 config rewrite plus the vitest/pool-workers bump are deferred to #168 so they ship together. Extracts ensurePluginRegistered into src/utils/inference-plugin.ts, shared by the init generator and the migration. Closes #138
