fbea8f70 ci(commitlint): skip commit-message validation for dependabot PRs Dependabot commit bodies embed release notes / compare links whose lines exceed 100 chars, tripping commitlint body-max-line-length (inherited from @commitlint/config-conventional) and failing the Validate Commit Messages step on every dependency PR — blocking the apps PR queue.
