We move the auto-install-peers=false setting from pnpm-workspace.yaml (where pnpm does not recognise it as a valid key) into a dedicated .npmrc file written into each isolated fixture directory, which is the authoritative location pnpm reads for this configuration. This prevents pnpm from attempting to resolve optional peer metadata such as @types/d3-force from the empty offline cache, eliminating the ERR_PNPM_NO_OFFLINE_META failure. The CI contract test is updated to assert the corrected .npmrc pattern instead of the now-removed pnpm-workspace.yaml key.
