We classified this failure as an environment issue rather than a code change. The PAR E2E test timed out because the browser redirected to the real external service (openam-sdks.forgeblocks.com) instead of the expected local mock server — indicating the test environment's OAuth2 intercept is not working. This is unrelated to the verdaccio dependency bump in this PR.

An empty commit was applied to the branch to trigger a new CI pipeline execution to resolve the environment issue.

The failing test (@forgerock/oidc-suites:e2e-ci--src/par.spec.ts) timed out waiting for navigation to http://localhost:8443/par/**, but the browser was instead redirected to the real external service at https://openam-sdks.forgeblocks.com/am/oauth2/alpha/authorize.

This indicates the local mock/test server was not properly intercepting the OAuth2 authorization redirect — requests escaped to the real external ForgeRock/PingOne environment.

The PR exclusively bumps verdaccio from 6.5.2 → 6.9.1, which is a private npm registry tool used for development publishing workflows. It has no connection to OIDC/PAR authentication flows or the E2E test infrastructure.

The flakiness rate for this task is 0%, ruling out a non-deterministic/flaky test.

There are no code changes in the diff that could plausibly affect how the PAR E2E suite resolves its authorization server URL or how the local test server handles redirects. The failure is a pre-existing environment configuration issue where the test infrastructure is not correctly mocking the external OAuth2 server.
