Classification: Environment state

We classified this failure as an environment state issue rather than a code change. The test server attempted to bind to port 41549, found it already occupied, and fell back to port 41550 — while our Playwright tests continued expecting port 41549, causing all three tests to fail. Since this PR only bumps package versions and makes no changes to E2E configuration, the port conflict originates from the CI runner's environment, not our code.

An empty commit was applied to the branch to trigger a new CI pipeline execution to resolve the environment issue.

The failure in tanstack-router-e2e-vue-basic-virtual-named-export-config-file-based:test:e2e was classified as environment_state rather than code_change for the following reasons:

  1. Port conflict in CI environment: The test server (vite preview) attempted to bind to port 41549, but that port was already occupied by another process. Vite automatically fell back to port 41550, while the Playwright tests were hardcoded to connect to 41549, causing all three tests to fail with either a timeout or net::ERR_CONNECTION_REFUSED.

  2. PR changes are unrelated: This PR is a Changesets release bump that only updates version numbers across packages. No E2E test configuration, Playwright setup, or port assignments were modified.

  3. Flakiness rate is 0%: The task has never been recorded as flaky, which rules out a flaky_task classification. Combined with the port conflict being an external environment condition (a pre-existing occupied port), this points squarely to environment_state.

  4. No similar failures in branch 8143: The similar-task-failure-detector found no matching failures in branch 8143, indicating this is not a recurring regression introduced by recent code changes.

  5. No causal link to diff: There is no identifiable line in the PR diff that could cause port 41549 to be occupied — the conflict originates from the CI runner's state, not from the code changes.
