chore(deps): update dependency jose to v6.2.12

Self-Healing CI

Classification: Environment state

We classified this failure as an environment issue rather than a code regression. The two timed-out tests run multiple sequential api-extractor passes and exceed the 5000ms limit by only ~300ms — a pattern consistent with CI resource contention, not with a jose cryptography library patch that has no relationship to TypeScript API extraction. Our recommendation is to re-run the pipeline; if timeouts persist, the test timeout for these integration tests should be increased.

An empty commit was applied to the branch to trigger a new CI pipeline execution to resolve the environment issue.

The failing task is @forgerock/api-report:test, specifically two integration tests in src/integration.spec.ts that time out after 5000ms:

  • "should be a no-op on an already-clean package" (took 5303ms)
  • "should handle multiple entry points" (took 5298ms)

These tests run api-extractor — a TypeScript static analysis tool — through multiple sequential passes (fix, rebuild, re-analyze cycles). The 5000ms default timeout is tight for tests that spawn external processes multiple times.

The PR exclusively bumps the jose dependency from 6.2.3 to 6.2.12. The jose library is a JWT/JOSE cryptography library and has no relationship whatsoever to TypeScript API extraction or the speed at which api-extractor executes. There is no plausible causal path from a jose patch update to these timeout failures.

Additional signals that rule out code_change:

  • The flakiness rate for this task is 0%, which rules out flaky_task but does not establish code_change — timeouts from slow CI workers are deterministic in a given run without being caused by the PR's code.
  • The same failure does not appear in branch "802", indicating this is not a pre-existing systematic issue, but also not a regression introduced by the PR's logic.
  • The tests that fail are the ones performing the most compute-intensive work (multiple api-extractor invocations per test), making them the most susceptible to environment-level slowness.

The root cause is CI environment conditions (resource contention, slow worker) causing borderline-timeout integration tests to exceed their 5000ms limit — not anything introduced by the jose dependency bump.
