We classified these two OIDC e2e failures as environment_state: both tests timeout waiting for the PingAM login page to render at localhost:8443, which indicates the PingAM mock service was unavailable during this CI run. The PR's changes are purely import-ordering fixes with no effect on service startup or test infrastructure, so no code change is warranted — rerunning once the environment is healthy should resolve these failures.
chore: sync lockfile and api reports post-rebase

An empty commit was applied to the branch to trigger a new CI pipeline execution to resolve the environment issue.
Both failing tasks — @forgerock/oidc-suites:e2e-ci--src/user.spec.ts and @forgerock/oidc-suites:e2e-ci--src/logout.spec.ts — are Playwright end-to-end tests that interact with a locally running PingAM service.
The root cause in both cases is identical: a 30-second timeout while waiting for getByLabel('User Name') to appear on the PingAM login page at localhost:8443/ping-am. The test successfully triggers a redirect to the PingAM login UI, but the login form never renders within the timeout window.
This is a dependency on an external local service (the PingAM mock server), not on any application code changed by the PR.
The PR itself is exclusively about import ordering: it adds eslint-plugin-simple-import-sort and @typescript-eslint/consistent-type-imports, and fixes pre-existing import order violations across packages. None of these changes affect runtime behavior, server startup, or test infrastructure configuration.
The logout test has a 0% historical flakiness rate, which rules out a flaky_task classification. The user test has a ~2% flakiness rate, but both failures share the same environmental root cause, so flaky_task is not appropriate for either.
Although @forgerock/oidc-suites appears in touched_projects (and * is also present due to global file changes), the touched status alone is not sufficient to classify as code_change. There must be a direct causal link between the diff and the failure — and a PingAM login page failing to render within 30 seconds has no plausible connection to import statement reordering.
