We fixed this by replacing the nonexistent getTestServerPort/e2eStartDummyServer/e2eStopDummyServer calls in the rsc-hmr e2e package with the appServerReady/E2E_APP_PORT pattern already used by the sibling hmr e2e package. That import was causing the tsc --noEmit step to fail with TS2305: has no exported member across all three build variants, since @tanstack/router-e2e-utils never shipped those exports.
