We fixed the TS2345 errors in core:build-builders and apis-manager:build-builders by updating the angular-cli packages in yarn.lock to 22.2.1. This leaves a single copy of @angular-devkit/schematics and @angular-devkit/core, so the Rule and SchematicContext types match again. We haven't re-run the build tasks ourselves.
