Merge 22b9534cfbc8f3250a30d21177ddfda18b374a1c into dc99f59e884b931e2bb38803fb77f08ea6254ba9

We fixed the build-builders failures by forcing a single version of @angular-devkit/core and @angular-devkit/schematics (22.2.1) through root resolutions. The lockfile had two copies, because @angular/cli and @schematics/angular 22.2.0 pin 22.2.0 exactly while our ~22.2.0 ranges resolved to 22.2.1. Our schematics were mixing the incompatible Rule and SchematicContext types from both copies. With one copy, the TS2345 errors in core and apis-manager should go away. We have not rerun the build tasks to confirm.
