Our build-builders failures came from two copies of @angular-devkit/schematics and @angular-devkit/core (22.2.0 and 22.2.2) in yarn.lock, so their Rule and SchematicContext types didn't match. We bumped @schematics/angular and @angular/cli to 22.2.2 in the lockfile, so only one copy remains. After this change, core:build-builders and apis-manager:build-builders both build successfully.
