6123446f Changed mentions to serialisable class-based JobQueue jobs on the shared queue Webmention processing and sending move off the legacy mentions job manager onto the shared JobQueue as data classes with serialisable payloads. The separate mentions queue only existed because per-type isolation was impossible on the old shared queue (#16285); that isolation is now a per-type concurrency cap set at registration, so a webmention flood cannot occupy every slot. Both services keep their constructor-injected queue, which keeps them unit-testable with a private fake. With its last caller migrated, the legacy mentions-jobs service (a full copy of the job manager, plus a second bree instance booted on every process) is deleted outright rather than left running empty.
