34bc8813 Moved @tryghost/test-data into the packages directory no ref - packages/ is becoming the canonical home for non-app workspace packages (packages/_template landed this week); a top-level testing/ group for a single package shouldn't calcify before the test-data package grows more consumers - the package name is unchanged so no imports move; only the workspace glob and the package's relative eslint import needed updating
