7518a910 Changed the checkout wire contract to accept shipping with no countries Countries on a collecting shipping block are a restriction, so their absence is how a tier says it delivers everywhere. The contract test asserted the opposite at compile time, which would have made that state unexpressible without enumerating a country set that moves. It is now a positive case in both directions, so a client reads the everywhere tier back the way it wrote it.
