fix(openai-base): attach Responses reasoning signatures to the reasoning message (#1585) The REASONING_ENCRYPTED_VALUE event for a Responses reasoning signature used the thinking step id as entityId. No message has that id, so an AG-UI client that is not TanStack's dropped the value, and the next request did not send the reasoning item back. The adapter now emits REASONING_ENCRYPTED_VALUE itself, with entityId set to the reasoning message id. STEP_FINISHED no longer carries the signature.
