feat(serviceCatalog): support agentic workflow blueprints (QOV-2181) Agentic workflow blueprints are cloud-agnostic, so they were filtered out of the service catalog on clusters bound to a specific cloud provider. Add the AGENTIC_WORKFLOW provider to the cluster-agnostic allow-list so these blueprints are offered on any cluster, mirroring the existing EXTERNAL/HELM handling.
