docs: add What's New release posts for gonx 4.0.0 and nx-cloudflare 7.0.0 Add a 'What's New' section to both Starlight docs sites with an announcement-style post per upcoming major: - gonx 4.0.0 — Nx 23, hardened tree-sitter project graph, release-group version fix. - nx-cloudflare 7.0.0 — inferred Wrangler targets, binding generator, create-cloudflare (C3) scaffolding, wrangler.jsonc defaults, inferred Vitest target, Next.js/webpack removal. Wires a 'What's New' sidebar group (after Getting Started) and a whats-new/** starlightLlmsTxt customSet into each astro.config.mjs.
