fix(router-core): keep same-ID loader work discoverable until a navigation plans A navigation decides whether to reuse same-ID loader work only during loader planning. Generalize the existing zero-lease grace in releaseOwnedFlight: until the current transaction is marked planned, a same-ID flight released by another owner stays in the discovery registry, and the existing planning sweep retires whatever planning does not adopt. This replaces the beforeLoad-status proxy and deferSameIdFlight. commitMatches now detaches departing owners before publishing, and again afterwards for cache entries evicted by observers, so a navigation started by a publication observer cannot adopt their settled work.
