fix(ai): keep a finished tool-call part at complete The end-of-stream safety net set a tool-call part that was already complete back to input-complete when the stream had no TOOL_CALL_END. The final state then depended on async timing. #1233 made client tool output validation async, which flipped that timing and made the ai-client tests red on main. The safety net now skips parts in a terminal complete state, the same as it already does for error.
