feat(cluster): add Workloads tab with allocated resources per environment Add a Workloads tab to the cluster pages showing how much CPU and memory each environment and service has allocated, based on the live pod requests sent by the cluster metrics WebSocket. - CPU and memory stacked bars show the top environments, other workloads, cluster system pods and available capacity - Environments table in the service list style: environment type, namespace(s), pods, CPU and memory with their share of the cluster; rows expand to list services, and services link to their page - Cluster system row groups pods without a Qovery service by namespace - Move MetricProgressBar to its own file and share its tooltip content Co-Authored-By: Claude <noreply@anthropic.com>
