docs: document and script repeatable dev-data DB seed [#13] Document the existing MigrateAndSeedDevDataOnStart seed path (what data it creates and the Development + SeedDevData + empty-Organizations conditions that trigger it) and provide a repeatable (re)seed workflow consistent with the docker-compose Postgres. - README QuickStart: add a 'Seeding development data' subsection. - .kiro/steering/tech.md: add authoritative 'Development data seeding' section listing every seeded field and the reset/reseed workflow. - AGENTS.md: add a concise seeding note pointing at the script and steering. - .env.example: document the SeedDevData / ASPNETCORE_ENVIRONMENT toggles. - scripts/seed-db.sh: helper that runs the API with seeding enabled and, with --reset, recreates the Compose DB (docker compose down -v) first. All seeded values are placeholders; no secrets introduced.
