perf(start-plugin-core): skip modules without server function metadata in the rsbuild metadata loader The metadata loader runs on every JS/TS module and called its buildInfo setter for each one, which read the module's buildInfo to clear stale metadata. Only modules that have new metadata, or carried metadata from an earlier build, need a write. Track those per environment (loader writes and warm cache replay) and leave every other module untouched.
