fix(ai): settle routed subagent runs and keep the failure cause Two defects in runRoutedSubagents: - A run stopped while the router was still deciding returned without settling the record start() had already opened, leaving it `running` forever. reconstructChat then handed the client a run to tail that never emits. No RUN_STARTED had gone out, so the stream still ends without a terminal; only the record now closes. - The failure terminal reported a generic "A subagent failed" and dropped the children's token usage. The failing child's own message and code were available and discarded, and a turn where earlier children completed reported zero tokens for spend that really happened. withChildUsage now accepts RUN_ERROR as well as RUN_FINISHED, matching the three sibling terminals that already rolled child usage up.
