    Added dependent republishing when a Koenig package moves version line - koenig/* packages publish with workspace:~ rewritten to ~x.y.z ranges, so patch-level dependency changes reach external consumers without a republish — but when a dependency moves to a new major.minor line, the published dependents' tilde ranges can no longer resolve to it - the old TryGhost/Koenig repo handled this via lerna's transitive change detection; the per-directory git diff used since the monorepo merge lost that property, silently freezing external consumers on the old line - unchanged packages now also publish when a runtime dependency's major.minor line moved since the previous release tag; only direct dependents are needed since their patch bump keeps every wider tilde range resolvable
