    feat(ci): add manual force-publish dispatch to the release workflow nx release's conventional-commits detection correctly no-ops when a commit only touches package.json/CHANGELOG.md (like the 23.0.0 baseline restore) without real source changes since the last tag, so there was no way to get npm caught up to a manually-corrected manifest version without waiting for the next real change. Adds a workflow_dispatch `force_publish` input that runs `nx release publish --yes` (skips version/changelog/change-detection, publishes whatever's already committed) instead of the combined `nx release --yes` flow.
