perf: keep semver and interactive prompts off the list/load startup path `import semver from 'semver'` in the scanner loaded 46 CommonJS files (~28ms) on every `intent list`, even though the scanner only compares versions when it finds two installs of the same package. Replace it with a small comparator implementing the three operations the scanner uses (valid, coerce, compare); a property test checks every case against the semver package. Staleness checks keep using semver, in a chunk only `intent stale` loads. `intent install` statically imported @clack/prompts (~23ms) even for non-interactive runs. Import the prompt module on demand at the one call site that prompts, which also splits it into its own chunk.
