feat(mcp): add workflow prompts to the MCP server The HTTP MCP endpoint now offers five prompts built from the shipped skills: inspect-page, debug-error, fix-form, performance-pass and verify-fix. Each is offered only while the tools it needs are on for agents. devframe 1.2.5 has no prompt support, so the local devframe, agentic and hub patches gain a prompts route option, like instructions. Refs #372.
