perf(start-plugin-core): drop the per-module loader hook from the rsbuild metadata loader Rspack calls NormalModule loader hook taps for every module in every compilation, and the tap was only used to hand the module to the metadata loader. The loader now reads this._module for the few modules that have or carried server function metadata, so no loader hook is installed.
