fix(ai-client): keep the reconnect budget with a 0 start delay, fix test mocks - With initialDelayMs 0, try 1025 computed 0 * 2 ** 1024, which is NaN. A NaN delay never reached budgetMs, so the retries did not stop. A 0 start delay now stays 0. A new test runs 1100 tries, then checks that the budget stops the next one. - Three HTTP error tests mocked a response with no headers. The error path now reads Retry-After, so the mocks get an empty Headers.
