fix(ai-harness): refuse a revert on a host that does not own the thread revert and unrevert write a harness.revert record and never went through accept, so a host that did not own the thread wrote to the log during the owner's turn, and the owner's turn failed with a log conflict. They now refuse with busy while another host holds the claim. The revert and unrevert cases of applyForwarded never ran, so they go with agent and background.
