fix(router-core): keep route ids out of the SSR hydration payload The dehydrated manifest was keyed by raw route ids such as `/_layout/(marketing)/blog/(posts)/$slug`, which crawlers extract from the inline hydration script as phantom relative URLs (same class as #6739). `dehydrate()` now keys the dehydrated manifest routes with the same encoding as match ids (`/` -> `#`), and `hydrate` decodes them once before anything reads `router.ssr`. Server rendering, the server `router.ssr.manifest` getter, and the framework bindings are unchanged. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
