fix(ci): fail the coverage gate when a side cannot be compared Missing summaries were treated as out of scope, so this PR's Coverage job compared nothing against main. Collect now requires --expect, packages that vanish from head fail, empty head fails, and both CI runs pass json-summary so the merge-base writes coverage-summary.json.
