docs(skills): reference cross-package skills by intent ID (#8670) @tanstack/intent 0.5.4 rejects SKILL.md links that resolve outside the owning package, which fails the "Validate intent skills" CI job. Replace those relative links with `<package>#<skill>` identifiers that `intent load` resolves regardless of node_modules layout. Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>
