8afa10ad Fixed setNullable migrations on SQLite Migrations that set nullable on a table are implemented in SQLite using a temporary table, copying the data across then deleting the original table. To do this, foreign key constraints have to be disabled. In a transaction, disabling foreign key constraints is a no-op, so we have to avoid making a transaction for SQLite databases. This is fine, since SQLite is only for development.
