e872fdaf Moved turnstile setting migrations to 6.51 after rebasing onto main ref docs/plans/cloudflare-turnstile.md - main has since released 6.51, and migrations added to an already-shipped version folder risk being skipped on sites that have upgraded past it; migrate:create confirms 6.51 is the current target - also regenerated the admin settings snapshot content-length, which changed because main added settings of its own since the branch point
